The Fire Chief Position

Under general direction of the Penryn Fire District Board of Directors, the Fire Chief administers, plans, directs, coordinates, organizes, and supervises the activities of fire suppression, prevention, and support services; provides responsible and technical staff assistance to the Penryn Fire Board and performs related work as required.

Duties will include: Plans, develops and implements policies, goals, objectives, and priorities; plans, directs, coordinates, organizes and supervises the departmental operation, fire suppression, prevention activities and support activities; maintains departmental efficiency and effectiveness; responds to major fire alarms and personally directs or supervises fire suppression activities, major fire investigations and fire inspection activities; manages enforcement of fire prevention ordinances and state laws; prepares a variety of technical reports and records; prepares and administers the department annual budget; prepares monthly expense reports, payment vouchers, and employee payroll; responds to the most difficult complaints and requests for information; represents the district in relationships with the public, community groups, professional organizations, other fire departments, and outside agencies; coordinates fire department activities with other fire departments and outside agencies; selects, supervises, trains and evaluates staff.

Desirable Qualifications

Experience: Four years of increasingly responsible supervisory and administrative experience in a public fire service organization.
Education: Equivalent to an Associate of Arts degree, preferably in Fire Science and Administration or a closely related field.
Knowledge of: Basic building construction and methods of water supply; principles and practices of modern fire district administration and personnel training; principles and practices of organization, administration, budgeting and personnel management; applicable laws, rules, regulations, ordinances, and codes pertaining to fire prevention, inspection and suppression.
Skill at: Planning, directing and organizing fire prevention, suppression and support activities; establishing and maintaining cooperative working relationships with those contacted in the course of work; communicating clearly and concisely, orally and in writing; supervising, training and evaluating subordinates; formulating and administering departmental policy.
Salary and Benefits

The annual salary for the Fire Chief position is $60,091.

The Selection Process

All candidates who meet the minimum qualifications will be invited to participate in an interview with members of the Board of Directors. The selection interviews are planned for early February, 2005.

The Penryn Fire Protection District

Located 30 miles east of Sacramento on Interstate 80, at the base of the Sierra foothills, at approximately 1000 feet above sea level, the Penryn Fire District covers an area of 10.5 square miles, serving 930 homes, 40 businesses and a permanent population of nearly 3,500 people. The district also serves a large area of Interstate 80 and the east & west bound Union Pacific rail lines and underground petroleum pipeline. The district responds to more than 350 calls each year; 60% of these calls are medical in nature with the remaining 40% being primarily fire type calls. Automatic and mutual aid agreements with neighboring jurisdictions are in place to provide an increased level of protection and to ensure the most efficient service to the community.

The district's main station is located in the center of town of Penryn, at 7206 Church St. The station is staffed 24 hours a day by two qualified personnel. These personnel are augmented by volunteers. The district has two types of volunteer programs. The traditional Volunteer Firefighter must be at least 18 years of age and be a resident of the Penryn Fire District. In 1995 the district implemented a Volunteer Resident Trainee Firefighter Program. These volunteers must be at least 18 years of age and are able to live outside the district. These volunteers ride along with the paid staff on a predetermined schedule, adding to the personnel on our first out apparatus.

Among the district's paid and volunteer staff are members who are specialized in particular areas. Some of these areas include: Incident Command System, Apparatus Driver Operator, Hazardous Materials, Swift Water Rescue, Advanced Rescue Systems, Fire Prevention, Training & Safety.

The district is currently beginning the process of establishing a second fire station. A site was recently donated for the construction of a second station on Humphrey Rd., between Colwell Rd., and English Colony Way.

The district is also investigating the possibilities of implementing an Advanced Life Support Program that will place Paramedics on our fire apparatus.
